Dude claims to never change his ip which idk if i will believe but the guy's info is here http://cofcs.hlstats...fo&player=36425 not sure whatever id's. He would talk about being banned many times never IP is why i say to id and ip ban him. He is just a toxic troll with nothing better to do.

That SteamID has been manually added to the banlist. I don't know how to ban by IP permanently, I know there is a "banip" command but I don't know how it works or where the information about banned IPs resides on the server, I will need a primer on that one I think.
